I need help creating just a few fake accounts or logins to a specific website

so I need to get legitimate logins or create a few new fake accounts on this website that is a clinic, however they dont just easily make you sign up with an email or phone number, they ask for your id number and they send you a verification code registered on the id you provided them with, so they literally have everything you just need to be a citizen with legitimate id, however I dont have any real logins and if i do have real id's but theres no point cuz it would send verification code to the id holder and I cant choose the phone number, what can I do in this situation ?
